Applying for a US Visa: What to Do When ESTA Is Not Enough
Find out when you need a US visa instead of ESTA, how living in France affects your application, and what to expect for B1/B2 paperwork, fees, and wait times.

Applying for a US visa may be the first step in your national parks trip, even before choosing which airport to fly into. Your nationality, passport, and travel plans determine the process you need to follow. Living in France does not automatically make you eligible for ESTA, and having a visa never guarantees admission at the US border.
When do you need a visa instead of ESTA?
The Visa Waiver Program (VWP) allows eligible travelers to visit the United States for up to 90 days for tourism or certain business activities. Requirements include citizenship in a participating country, an electronic passport, and valid ESTA authorization.

| Your situation | Likely option | What to check |
|---|---|---|
| Passport from a VWP country | ESTA may be available | All eligibility requirements |
| Tourism stay longer than 90 days | Tourist visa | Intended purpose and length of stay |
| Citizenship outside the VWP | Visa generally required | Any specific exemption |
| ESTA denied | A visa application may be an option | Eligibility must be assessed by the consulate |
The US VWP rules exclude, among others, travelers who have been to North Korea, Iran, Iraq, Libya, Somalia, Sudan, Syria, or Yemen on or after March 1, 2011. For Cuba, the cutoff is January 12, 2021. Limited exceptions apply to certain diplomatic or military assignments carried out in the service of a VWP country.
Another exclusion applies to citizens of VWP countries who also hold Cuban, North Korean, Iranian, Iraqi, Sudanese, or Syrian citizenship.
An ESTA denial does not automatically prevent you from getting a visa. For eligible travelers, the process to apply for ESTA authorization remains separate.
The B-2 visa covers tourism, among other purposes; the B1/B2 combines business and tourism. Plans to work or study must be considered under the appropriate visa category.
Applying for a US visa as a foreign resident of France: where do you apply?
A French residence permit establishes your right to live in France. It does not give you French citizenship or, on its own, access to the VWP.
A resident who is a citizen of a participating country may qualify for ESTA. Anyone who needs a visa must follow the consular application process, even for a vacation departing from Paris.
The US instructions dated July 15, 2026 direct applicants to apply in their country of residence or nationality. If you apply in France based on your residence there, you must be able to prove it. Designated posts handle applications from certain nationalities when regular visa services are unavailable in their home country, unless the applicants live elsewhere.
Check the restrictions before paying. Since January 1, 2026, Proclamation 10998 has imposed full or partial suspensions affecting 39 countries and certain Palestinian travel documents. The restrictions do not all cover the same visas: Turkmenistan is subject to immigrant visa restrictions, while restrictions on B visas affect other nationalities.
Review the official scope and exceptions. French residence is not a blanket exemption. The proclamation includes an exception for certain dual nationals traveling on a passport that is not subject to suspension. How it applies also depends on the person's circumstances on January 1, 2026, including whether they held a valid visa.
DS-160, documents, and interview: preparing your application
Complete the DS-160. Every traveler who needs a visa must have an individual application, including children. Fill out the official DS-160 form accurately. Answers must be in English unless the form says otherwise. Save the confirmation page with its barcode.
Prepare a tentative itinerary to explain your travel plans. The Department of State recommends waiting until your visa is issued before buying tickets or making final travel arrangements.
Schedule your appointment. From the US Embassy in France website, follow the link to the designated portal and its instructions for creating a profile, paying, and booking. Since May 1, 2025, the DS-160 number beginning with AA must match the number attached to your appointment. If the numbers differ and your interview is two business days away or less, local instructions require you to reschedule.
Gather your documents. Follow the checklist provided for your application:
- A passport valid under the rules that apply to your nationality.
- DS-160 confirmation page.
- A compliant photo if the upload failed.
- Appointment confirmation.
- Payment receipt when requested.
- Additional evidence of your travel plans, funding, and intended return.
Your employment, family, or financial ties can help establish that your trip is temporary. No document guarantees approval.
Since October 1, 2025, an interview has generally been required, including for applicants under 14 and over 79. Some B visa renewals may qualify for a waiver within 12 months of expiration, subject to conditions, including that the previous visa was issued for its full validity when the holder was at least 18. The consulate can still require an interview under the interview waiver rules.
US visa fees and wait times: what should you budget?
As of October 23, 2026, the Department of State fee schedule lists a B visa application fee of $185 per person. This fee is nonrefundable if the application is denied. An issuance fee may also apply, depending on nationality.
The law also provides for a Visa Integrity Fee, initially set at $250 for fiscal year 2025 and subject to later adjustments for inflation. The legal text alone does not establish the amount actually being collected in October 2026: check consular instructions and do not assume $185 is the guaranteed total.
A bond can change your budget. The official list published on October 2, 2026 requires holders of certain passports to post a bond of $10,000, $15,000, or $20,000, with the amount set at the interview. This requirement applies regardless of the country where you apply. Pay only when instructed by the consulate. Refunds depend on compliance with the conditions, including entering and leaving through authorized commercial airports.
Add photo and transportation costs to your US travel budget.
For scheduling, the official table dated October 21, 2026 showed a wait of less than 15 days for the next B1/B2 interview in Paris. That estimate does not guarantee an appointment and does not cover the full application review, any administrative processing, or the return of your passport.
A visa's validity determines when you can seek entry; your authorized length of stay is set at the border and recorded in your I-94 record. For lodging near the parks and car rentals, we recommend waiting for your visa before making firm commitments.
Our advice: sort out your visa before locking in your road trip
First trip, couples, or a tight budget. We recommend ESTA if you meet all its requirements and your stay is within the 90-day limit. Applying for a visa simply for peace of mind adds another process and a $185 application fee per person, without guaranteeing entry.
Foreign residents of France. We recommend checking your passport, restrictions, and any bond requirement before choosing dates. A bond of $10,000 to $20,000 can have a much greater impact on your plans than consular fees. A French residence permit does not exempt you from these checks.
Families or trips that require a visa. We advise against nonrefundable purchases until everyone's passport has been returned with the visa issued. The Paris wait of less than 15 days referred to the interview, not the entire process. If your schedule leaves no room for delays, we recommend postponing.
You can already plan a three-week road trip through the American West while keeping your dates flexible.
